Announcing the roadmap at the GCC Summit 2026, Alok Kumar, principal secretary, information technology and electronics, said the state is focusing on policy support, digital infrastructure, talent development, and coordination across departments to attract new GCC investments.
“India is witnessing rapid growth in Global Capability Centres, and Uttar Pradesh is determined to attract nearly 10% of all new GCCs established in the country. By combining progressive policies, infrastructure, industry-ready talent and an innovation ecosystem, we are creating an environment where global enterprises can scale while generating employment across the state,” Kumar said.
The proposed advisory board will comprise representatives from the government, industry, academia, Invest UP, and development authorities. It will recommend policy changes, improve coordination across departments and help speed up investment decisions.
The government also announced plans to expand its GCC ecosystem beyond Noida and Greater Noida to other cities like Lucknow, Varanasi, Agra, Prayagraj, and Bundelkhand. The initiative will be supported through updates to the state’s Information Technology (IT) and Information Technology-enabled Services (ITeS) policy, expansion of data centre infrastructure, development of Deep Tech Hubs and U-Hubs, and industry-led skilling programmes.
Kumar said the GCC push is part of its broader goal of making Uttar Pradesh a US$1 trillion economy.
The announcement builds on Uttar Pradesh’s broader GCC push. Earlier this year, Chief Minister Yogi Adityanath announced a target of attracting 500 GCCs by 2030. The state currently has over 100 GCCs and is seeking to expand its share of India’s growing GCC ecosystem.
