Nilekanis idea may be seen as relevant by observers as he placed it in the context of internet increasingly bringing personal details in the public domain as well as the requirement of the security agencies tasked with battling terrorism. The issue of privacy cropped upwhen the IT czarturned-public planner was faced with queries about confidentiality of database of the proposed UID Authority at an interaction with civil society members working on NREGA.
When a participantwanted to know the secrecy withwhich the personal details like address would be treated, Nilekani said nobody would have access to the UID database and the verifications done through the UID numberswould only be limited to confirming the genuineness of ones identity. While he pointed out that many websites listed personal details like address of individuals which could be accessed by anyone, Nilekani argued it was time to think of a policy on privacy.
A policy to strike a balance between the RTI, which requires disclosure of information in public interest, and the privacy of an individual can be evolved, he said.
