Cyber cafe owners have been directed to maintain a register and to prohibit unknown persons from using computer terminals, the sources said.

Visitors to cyber cafes should sign a register and also mention their names and addresses, beside their telephone numbers under the directives.

The government guidelines also called for cyber cafe owners to check proof of identity such as voters identity cards, ration cards, driving licence, passport and photo credit cards.

"Activity server log should be preserved in the main server and its record be preserved for at least six months," an official release said.

Suspicious behaviour should be immediately reported to police stations, it said.
