KUALA LUMPUR: India on Wednesday mooted a universal legal framework to fight cyber crimes, noting that internet aided crimes are akin to cross border terrorism and knowledge sharing will be a step towards responding to cyber threats. "There is a need for common norms, at least regionwise, to control cyber crimes.

All countries have specific laws but a universal legal framework is required," A Raja, Minister for Communications and IT said after attending the IMPACT ministerial meeting held alongside the World Congress of Information Technology.

Ministers and delegates attending the International Multi-lateral Partnership Against Cyber Terrorism (IMPACT), applauding India's proposal, noted with concern that threats to cyberspace could be launched from anywhere in the world.

The ministers said the more connected the world became, the more vulnerable too it became. All participants felt that there was a need for a unified and coordinated approach to ensure that cyberspace was a secure and safe environment for all.

Raja, earlier, told an IT session that India had invested large capital in building up information infrastructure including submarine undersea cables, satellite transponders or receivers, and telecom and internet connectivity.

He noted that bridging the digital divide would remain a key concern for India for years to come, considering that nearly 70 per cent of the country's population had been bypassed by the ICT revolution.

The needs and requirements of the poor had to be addressed, he said, adding that it was imperative that information infrastructure should also be made more affordable.
