The Karnataka Advanced Attendance Management System (KAAMS), developed by the Centre for e-Governance (CeG) under the Department of Personnel and Administrative Reforms (e-Governance), replaces manual attendance registers and biometric hardware-based systems with a mobile application integrated with facial recognition and geofencing technologies.
The government, in an official statement, said the platform has been designed and deployed entirely by the Karnataka AI Cell, helping reduce dependence on external vendors while lowering operational costs.
The application uses facial recognition with liveness detection to verify employee identity and prevent spoofing. Attendance can be marked only within a 100-150 metre radius of the office location, thanks to GIS-enabled geofencing. The system is also integrated with Aadhaar e-KYC and the state's Human Resource Management System (HRMS).
Kartavya includes mobile apps for Android and iOS devices, along with role-based dashboards that allow departments to monitor attendance and workforce metrics in real time. The platform also integrates leave management and "On Other Duty" (OOD) modules for employees working in the field.
Following pilot implementation in the Health and Family Welfare Department and the School Education Department, the application is being expanded across government departments.
The statement said employee registrations on the platform increased 22% in the past week to 3.01 lakh from about 2.46 lakh. Daily attendance rose to 2,32,612 from 1,85,308 during the same period.
The School Education Department has recorded 1,68,252 registrations out of a workforce of 1,76,055 employees, with more than 1,41,800 daily attendance entries. The Health and Family Welfare Department has seen 66,969 registrations and reported over 54,400 daily check-ins.
Departments including Pre-University Education, AYUSH, Backward Classes Welfare, and Industrial Training and Employment have crossed the 90% employee registration mark, according to official data.
The statement added that the system is expected to improve employee accountability and strengthen delivery of public services through better monitoring of staff attendance and field presence.
