The US expects its allies, including India, and the world to build on the American artificial intelligence (AI) stack instead of channelling their energies into building sovereign AI.

Senior White House policy advisor on artificial intelligence, Sriram Krishnan, argues that the country is looking at a bottom-up and holistic approach towards the AI ecosystem, where the basic infrastructure layer, including AI computing power, data centres, and semiconductor chips, is manufactured by American companies.

“We want to make sure the world uses the American AI stack. That means from the bottom up… it means our semiconductors and advanced AI chips, Nvidia, AMD, Google's TPUs, and so on and so forth. Second, we want to make sure the world uses our AI models, all of the companies that I listed above. And third, it uses our applications and builds applications on top,” Krishnan said.



He added that in this regard, the US is aiming to become an ‘easy haven’ to do business.

These remarks are in contrast to the prevailing conditions for non-American businesses and entrepreneurs for being able to do business in the US.

When asked about his take on India’s ambitions to build sovereign AI, Krishnan argued that while India should not give up these efforts for strategic autonomy, it should still focus on building on top of the American infrastructure.

“India (as) a key ally, should be leveraging and building on top of this infrastructure. Now, this does not mean giving up on strategic autonomy. This, you know, Indian companies will need to bring in local language support. It needs to bring in local culture. It needs to have inference for low latency built on the infrastructure here. But at the end of the day, we want the American AI stack to be the bedrock that everyone builds on,” Krishnan added.

He shared that in the coming year, the US will see a minimum of $600 billion in investment across the hyperscalers.

“That could be a conservative estimate. And this is going to power AI training runs, you know, data centres, (computing power),” he added.

Krishnan was speaking at a panel by the US-India Strategic Partnership Forum (USISPF) at the AI Impact Summit 2026 in New Delhi. Aside from Krishnan, the US delegation also includes its head, Michael Kratsios, science adviser to the US, and Under Secretary of State Jacob Helberg.
