Solar policies, subsidies and other incentives for the installation of ground-mounted and rooftop solar systems in Dadra & Nagar Haveli

Dadra & Nagar Haveli is one of the prime industrial hubs of the country. It recorded the highest annual per capita energy consumption in the country amounting to 13,769 units in FY15. This can be attributed to the fact that 97% of the energy consumption of this UT is made by the industrial sector. This UT is under the PFA (Power For All) programme which aims to provide 24*7 power in the region. A target of installing 449 MW of solar capacity by the year 2022 has been ascertained by the government and UT administration. Further, several policies, schemes, subsidies and incentives for the installation of solar systems have been formulated. Let’s take a look at them:

Policies for residential users

Ground-mounted & rooftop solar PV systems (grid-connected):


Permissible power generation capacity:

• The aggregate power generated by all the solar systems installed in an area should not exceed 30% capacity of the area’s local distribution transformer.
• The size of the ground-mounted solar system should not be less than that of a 500 kWp system.
• The size of the rooftop solar system should be equal to the size of a solar system in the range of 1 kWp to 500 kWp.

Power regulations:

For ground-mounted solar systems:

• For less than 10 kW systems: Use 230 V single-phase
• For 10 kW to 25 kW systems: Use 400 V three-phase
• For 25 kW to 100 kW systems: Use 400 V three-phase
• For systems exceeding 100 kW: Use 11 kV three-phase (HT)

For rooftop solar systems:

• For less than 10 kW systems: Use 230 V single-phase
• For 10 kW to 25 kW systems: Use 400 V three-phase
• For systems exceeding 100 kW: Use 11 kV three-phase (HT)

Ownership criteria:

• CAPEX model can be availed by customers who want self-ownership of solar systems.
• RESCO model can be availed by users who want solar systems owned by a third-party.

Billing process:

• Billing shall be done twice a year in the month of September and March.
• Customers would be paid unadjusted electricity credits as per Solar Energy Tariff Order issued by Joint Electricity Regulatory Commission (JERC).

Perks: Residential solar system users in Dadra & Nagar Haveli would be exempted from banking charges, wheeling charges and cross-subsidy surcharges.

Subsidy: Subsidy applicable can be availed as per Solar Energy Corporation of India’s (SECI) guidelines.

Loans:

• Users can avail loans for the installation of solar systems as a part of home improvement loan or home loan.
• Customers can avail loans of up to 10 lacs under Priority Sector lending.
