It is difficult to judge whether terrorists are running the policies of Pakistan or Pakistan is running the terrorist empire. It would be better to continue our dialogue with Pakistan. A hardline policy may be counter-productive.

Talk to whom? With the elected government of Pakistan? Even today Nawaz Sharif is helpless and powerless in front of his army. Pervez Musharraf openly admits terrorist Hafiz Saeed is their hero, and yet the author feels India's fixation on Pak-sponsored terrorism is odd?

It doesn't matter whether the Modi government talks with the Nawaz Sharif government or not, as foreign policy and real power rests with the Pakistani army. What is needed is dialogue with the Pakistani army leadership. How will the democratic Indian government and establishment do this, is the real question.

Terrorism in any form has to be eradicated by enhancing the security system qualitatively. But war is not the solution. People of both countries desire warm relations, and India and Pakistan need to work towards this goal.
