Push for reform came from an unexpected source. A questionnaire on the issue released by community social media platform LocalCircles received 23,000 responses from citizens across 305 districts, with 74% of respondents saying they want GoI to create a mandatory BIS standard for hospital bills that requires all charges to be itemised. The proposed standard will ensure a clear breakdown of costs, covering room rent, consultations, surgeries, tests, medicines and consumables. Optional elements could include doctor details and emergency contacts, offering even more transparency.
Last year, the Supreme Court criticised GoI for failing to regulate prices private hospitals and clinical establishments charge for various treatments and procedures. Insurers, too, have struggled with lack of standardisation. Data shows only 71.3% of health claims were paid in FY24, with many rejected due to unclear billing practices. A standardised format could be a game-changer, protecting patients from unexpected costs and streamlining communication between hospitals and insurers. It promises clarity and fairness, making medical visits a little less daunting.
