Invest dignity-first for Anganwadis

GoI's plan to give Integrated Child Development Services (ICDS) a major structural makeover, more than 50 yrs after its launch, is a welcome step. Reimagining anganwadi centres as modern, integrated hubs equipped with minimum infrastructure standards and robust food supply chains is essential if India is to tackle persistent child malnutrition and build a foundation for a healthy Viksit Bharat. Upgrading facilities and leveraging technology can transform these neighbourhood centres into early childhood care institutions.

However, brick-and-mortar upgrades and digital monitoring apps like Poshan Tracker will fail to achieve their goal if we overlook the system's human backbone. Despite previous attempts to streamline child welfare through Poshan 2.0, execution on the ground remains compromised by unresolved worker grievances. Anganwadi workers are our true frontline defence. They care for expecting mothers, monitor infant growth and deliver early childhood learning. Like teachers and doctors, their daily work carries an immense inter-generational impact. Expecting them to drive complex social interventions on meagre honoraria while burdened by app-based administrative overhead is unsustainable. Investments in tech alone cannot yield outcomes. Their demands for fair remuneration, social security and dignifying working conditions must be prioritised.

An overhaul of the ICDS system is long overdue. But its ultimate success hinges on a balanced approach. True reform requires equal emphasis on human resource welfare, reliable, high-quality food supplies, and upgraded grassroots infrastructure. Only by dignity-first investment in the women who nurture our youngest generation can India turn its child development vision into reality.
