Road accidents are a perfect storm of poor implementation of traffic regulations, poor design, distractions, civic anarchy and lack of awareness. Thereby, positive impacts of policy interventions such as mandatory airbags in cars, helmets sold with 2-wheelers or higher penalties are limiting. Implementation of traffic rules for higher compliance, improved road design and behavioural change are needed. Road design can help reduce the incidence and severity of accidents. Timely road repairs, improving pavement design and designing better crossroads will reduce accidents.
Doing away with driver distractions like eye-grabbing billboards - especially of the digital 'moving' variety - and hoardings that obstruct view of traffic lights, roads and turns is a policy necessity. Policing traffic is difficult. Technology can help improve implementation and compliance. Traffic cameras will make it possible to identify violators and create a seamless system of issuing violation tickets. As drivers realise that it's not possible to pay their way out of a violation, they will become more careful. Creating accountability and partnerships for safer roads with restaurants and bars can discourage DUIs. India is set to miss the target of halving road accidents by 2030.
