Clarification on eligible business activities
According to CIC News report, the revised instructions state that activities such as purchasing or receiving training for Canadian goods or services, training within a company’s Canadian branch, and selling goods outside the Canadian retail market remain valid examples.

Applicants must demonstrate that their work remains international in scope and does not involve entering the Canadian labour market.
The rules also require that foreign nationals be paid primarily from outside Canada and maintain their main place of business abroad.
Stricter documentation and funding proof required

Applicants must also submit documents to support their purpose of visit, including a letter from their foreign employer and, where applicable, an invitation letter from a Canadian entity.
The instructions note, “frequent business travellers who have a record of compliance with the terms and conditions of their visa may be eligible to receive a longer-term multiple-entry visa.”
Entry remains discretionary despite eligibility
Foreign nationals with criminal records may face additional barriers, including the need for special permits. Under Canadian law, even minor offences in other countries can lead to inadmissibility.
