Singapore leads the ranking worldwide, followed by Tajikistan, China, Oman, Saudi Arabia, Hong Kong, Kuwait, Norway, Bahrain, and the UAE. The report highlights that the UAE and other GCC countries ranked higher than many European nations, including Denmark, Finland, Sweden, Switzerland, and the UK.
Julie Ray, managing editor for World News at Gallup, told Khaleej Times, “Many countries see almost universal feelings of safety, and this is very consistent. In the UAE, for example, this figure has never been below 90 per cent. These rankings reflect a broader combination of factors, including centralized governance, strong public order, and sustained investment in urban safety and infrastructure.”

Gallup noted that the perception of safety in the GCC goes beyond low crime rates. Visible law enforcement, community satisfaction, and structured governance contribute to a pervasive sense of security. In the UAE, 90 per cent of residents report being satisfied with their communities, which positively influences feelings of safety.
Crowd-sourced database firm Numbeo also ranked the UAE as the safest country globally in July 2025, with Abu Dhabi and Dubai consistently appearing among the world’s safest cities.
The survey interviewed 145,170 adults aged 15 and above across 144 countries and territories, reflecting both objective safety measures and public perceptions.
