Indian citizens living overseas can renew or reissue their passports through the Passport Seva at Indian Embassies and Consulates system run by the Ministry of External Affairs (MEA). The government has outlined a clear online and in-person process to make passport services accessible and transparent for Indians abroad.

Apply online through Passport Seva portal

Applicants must begin by registering on the official Passport Seva at Indian Embassies and Consulates portal. After creating a login ID and password, users need to log in and select the relevant service, such as reissue of an ordinary passport, emergency certificate, police clearance certificate, or surrender of an Indian passport. Once the application form is filled and submitted online, applicants must take a printout of the completed form.

Visit embassy or consulate with documents

After submitting the application, applicants are required to visit the designated Indian embassy, consulate, or application processing centre in their country of residence. Supporting documents must be carried as specified by the concerned mission. The list of application submission centres is available through the “Embassy/Consulate Connect” section on the portal, which directs users to the official website of the respective mission or authorised service provider.


Track application status online

Applicants can track the status of their passport application in real time using the tracking option available on the portal. The system allows users to follow progress from submission to final issuance.

Photo rules and official guidelines

The MEA has announced that ICAO-compliant photographs are mandatory for passport applications submitted from September 1, 2025. Applicants are advised to follow the official photo guidelines before submitting their forms to avoid delays.

The Passport Seva system aims to deliver passport services in a timely and reliable manner for Indians living abroad, using streamlined digital processes and embassy-level support.
