The Ministry of Tourism said the Hajj season runs from the beginning of Dhul Qadah to mid-Muharram, when demand for accommodation and services rises sharply in the two cities.
Fines to rise for repeat violations
Under the revised framework, penalties will increase for repeat violations. If an offence is repeated, authorities will impose either the minimum fine, if it is higher than the previous one, or double the fine if it is lower. Violations repeated within the same season will also lead to doubled penalties.Authorities said offences linked to earlier Hajj violations, even if committed after the season, will face stricter action. Penalties will rise progressively based on the number of repeat breaches.
The ministry said repeated violations without specific non-financial penalties could result in temporary closure or suspension of licences during the Hajj period. A third offence may lead to licence revocation.
Officials said they will follow a graded enforcement system, allowing fines to increase within the maximum limits set under regulations.
Penalties linked to business size
Hospitality facilities have been divided into five categories, from five-star hotels to temporary Hajj accommodation. Penalties will vary based on business size, with fines set at 25% for micro enterprises, 50% for small businesses, 75% for medium enterprises and 100% for large operators.Financial penalties in Mecca and Medina will range between SR2,000 and SR14,000, along with measures such as temporary or full closure and licence cancellation in repeat cases.
For temporary Hajj accommodation, fines will range from SR1,000 to SR50,000. Additional penalties may include closure until compliance or licence revocation.
