Saudi Arabia imposes heavy fines for sheltering visit visa holders during Hajj 2025
Saudi Arabia has declared strict penalties, including fines up to SAR 100,000, for anyone providing shelter to visit visa holders in Makkah and holy sites during the Hajj season, spanning from Dhu Al-Qidah 01 to Dhu Al-Hijjah 14.

According to the Saudi Press Agency (SPA), violators may be fined up to SAR 100,000. The ministry stated that penalties will increase depending on how many individuals are unlawfully accommodated, sheltered, or assisted.
Compliance with Hajj regulations
The ministry urged all residents and visitors to follow Hajj rules and guidelines, highlighting the importance of protecting the safety and order of pilgrims during the season. It also called on the public to support efforts that ensure smooth and safe Hajj rituals for all, according to a report by Gulf Business.
Hotlines to report violations
To report any violations related to the accommodation of visit visa holders during the restricted period, the Ministry has set up dedicated hotlines. People in Makkah, Riyadh, and the Eastern Region can call 911, while those in other regions should use 999.
The announcement reflects Saudi Arabia’s commitment to managing the Hajj process and ensuring that all pilgrims perform their religious duties in a secure and well-regulated environment.
