The measures will be in effect from April 18 until mid-June and will cover the peak Hajj period, targeting individuals performing Hajj without permits as well as those facilitating illegal entry or stay in Mecca and other holy sites.
Heavy penalties for violations during Hajj period
Under the rules, individuals attempting to perform Hajj without an official permit or visit visa face fines of up to SR20,000. The same penalty applies to visit visa holders who enter or remain in Mecca during the restricted period.The authorities have also introduced heavier penalties for facilitators. A fine of up to SR100,000 will be imposed on those who assist violations, including applying for visit visas on behalf of offenders, arranging transport, or providing accommodation in hotels, apartments or private residences.
The Ministry of Interior said penalties may increase depending on the number of individuals involved in the violations.
Officials added that offenders who enter Mecca without permits, including overstayers, will face deportation and a 10-year ban from re-entering the Kingdom. Courts may also order confiscation of vehicles used in transporting violators.
The government has urged residents and visitors to comply with Hajj regulations and report any violations to authorities during the enforcement period.
The announcement comes as Saudi Arabia tightens crowd and entry management measures ahead of one of the world’s largest annual religious gatherings, where millions of pilgrims are expected.
