The General Directorate of Passports said eligible groups include Premium Residency holders, investors, GCC citizens, non-Saudi mothers of Saudi citizens, non-Saudi family members and domestic workers. The permits can be issued electronically through the Absher platform.
The move comes as Saudi authorities restrict entry into Mecca ahead of the Hajj pilgrimage. Since April 19, residents without permits have been barred from entering the city. Entry is now limited to those holding authorised work permits in Mecca, residency issued in the city, or official Hajj permits.
Entry restricted to permit holders during Hajj season
Authorities said the new system is part of broader measures to regulate access to Mecca and the holy sites during the pilgrimage period. Saudi Public Security confirmed that expatriate worker permits are issued electronically through Absher and the Muqeem portal, integrated with the unified Hajj permit platform, Tasreeh.The system allows applicants to complete the process online without visiting passport offices.
Digital permit system aims to streamline process
Officials said the permit process has been simplified to ensure faster approvals and better compliance during the Hajj season. The restrictions are part of ongoing efforts to manage large crowds and ensure safety during the annual pilgrimage.Authorities reiterated that only individuals with valid permits will be allowed to enter Mecca during this period.
