According to Numbeo’s Quality of Life Index 2025 the continent’s cities is based on safety, taking into account present-day crime levels as well as the trend in crime rates over the past five years. The index provides a comprehensive overview by analysing both the frequency and severity of incidents, alongside whether crime has been increasing or decreasing over time. This measure allows travellers to identify not just cities that are currently safe, but also those that have maintained or improved safety standards over the years, offering added confidence for planning secure and enjoyable trips.

The Hague in the Netherlands tops the list in Europe with a safety score of 79.5, followed closely by Munich in Germany and Trondheim in Norway.

Visitors can enjoy The Hague’s world-class art museums, Munich’s beer gardens and historic squares, or Trondheim’s scenic fjords and Gothic cathedral.
