Canada's Ontario has prohibited colleges and universities from entering into any new contracts or agreements to provide post-secondary programs outside of Canada, according to a memo of the province’s outgoing minister of colleges and universities, Jill Dunlop.
“It is essential that colleges focus on their core mandate of delivering post-secondary education and training to meet the needs of Ontarians and support the economic and social development of their local communities,” Dunlop wrote in the memo.
“That is why I have directed the ministry to undertake a review of the Entrepreneurial Activities Minister’s Binding Policy Directive to ensure that it accurately reflects and ensures appropriate oversight for the wide range of entrepreneurial activities, including international activities, that colleges have entered into since the Directive was introduced in 2003.”
In her memo, Dunlop said the ministry is acting to stabilize Ontario colleges and universities and ensure the continued viability of the post-secondary education system.
She said the moratorium will cover the establishment of new branch campuses, partnerships/curriculum licensing agreements, curriculum development arrangements, corporate training contracts and the incorporation of new subsidiaries. Student recruitment and research partnerships won’t be affected.
“Existing international activities can continue but shall not expand,” wrote Dunlop, adding that the ministry will reach out to colleges for the review in coming months.
