The report’s Fall 2025 Recruitment Partner Pulse Survey found that nearly three-quarters of student advisors observed students considering alternative destinations, with eight of the top ten emerging options located in Europe.

Germany strengthens its global position
Germany remains a standout destination in Europe, expected to surpass 400,000 international students by the 2024–25 winter semester. A major attraction is the country’s strong bridge between study and employment, supported by policies that encourage long-term retention. While the fast-track citizenship programme was discontinued in October 2025, international students still benefit from expanded dual citizenship and a five-year standard naturalization pathway.
The report notes that about two-thirds of Germany’s international students intend to stay and work after graduation. Fiscal models estimate each annual group of international graduates contributes around €15.5 billion more in public revenue than it receives in state benefits. Germany continues to invest in student-friendly initiatives, including the “Academic Horizons – Attracting Global Minds” programme launched in January 2025 to draw postgraduate talent in fields like artificial intelligence and climate-neutral mobility. The “Junges Wohnen” construction plan also promotes affordable, modern student housing, further strengthening Germany’s appeal.

France expands its international education goals
France has become Europe’s leading alternative study destination, enrolling a record 443,500 international students in the 2024–25 academic year—an increase of 3% year-over-year. The French government aims to host 30,000 Indian students by 2030, aligning with broader efforts to boost its global presence in education.
To support this goal, France introduced the September 2025 Student Housing Plan to create 45,000 new student homes by 2027 via the “Mon Logement Étudiant” platform. Additionally, new visa guidelines simplify the transition from study to employment by merging complex routes and introducing a clear national salary benchmark. These updates make post-study work pathways more transparent and accessible for international graduates.

Spain builds a student-first framework
Spain hosted about 242,000 international students in 2022–23, an 8% rise from the previous academic year, with significant growth from Colombia and Mexico. The country’s student-centered policies and streamlined visa system position it as an increasingly attractive option for global learners.
