The recommendation appears in Science: A New Golden Age, a 123-page report submitted to President Donald Trump by White House Office of Science and Technology Policy (OSTP) Director Michael Kratsios. While the document does not propose new visa restrictions, it argues that the US has become overly reliant on foreign talent in critical science and technology fields and should prioritise American students, researchers and skilled workers instead.
Foreign talent seen as both strength and vulnerability
The report says decades of federal investment have helped train talented researchers from around the world but argues the US has failed to convert that investment into long-term national advantage.It states that temporary visa holders accounted for around half of US doctoral graduates in computer science and mathematics with confirmed post-graduation plans in 2024, describing this as evidence of growing dependence on international talent in strategically important fields.
According to the report, this reliance has created two major concerns.
First, it says American students are being left behind despite substantial federal investment in STEM education.
"This reliance on foreign talent sidelines American students, a deep domestic talent pool that remains under-supported by its own government."
Second, it argues that US taxpayers often fund the education and training of highly skilled international researchers who later return to strengthen competing economies.
"We train extraordinary global talent at enormous expense, only to lose this effort when foreign governments recruit them to build up their own technological enterprises."
The report adds that this trend has weakened public support for continued investment in the existing STEM pipeline.
Research security takes centre stage
Beyond workforce concerns, the report frames immigration through the lens of research security.It argues that America's open academic and research system has created opportunities for geopolitical rivals to benefit from US-funded innovation.
According to the report, competing countries have learned to exploit "a deep asymmetry between open and closed scientific systems" by using American universities as entry points into advanced research while limiting reciprocal access to their own research ecosystems.
It says foreign competitors have benefited by:
- educating researchers in US universities
- using openly published American scientific research
- commercialising discoveries through overseas manufacturing
- capturing economic and strategic gains from technologies first developed in the US.
"There is a critical difference between sharing information on one's own terms and being exploited."
Calls for more investment in American researchers
Rather than recommending new immigration rules, the report focuses primarily on expanding opportunities for domestic researchers.Among its recommendations are:
- investing directly in American scientists rather than institutions
- expanding graduate fellowships and early-career funding
- supporting long-term research grants
- creating alternative career pathways outside traditional academia
- increasing hands-on technical education
- strengthening apprenticeships in science and engineering
- integrating industry more closely with STEM education.
Manufacturing and science must stay together
Another recurring theme is that scientific leadership depends not only on discoveries but also on retaining manufacturing capability.The report argues that decades of offshoring have separated research from production, allowing competing countries to gain expertise in advanced manufacturing while the US continued funding foundational science.
It says rebuilding domestic manufacturing, apprenticeships and regional innovation hubs is essential to ensuring future scientific breakthroughs translate into economic and strategic advantages for the US.
No new visa proposals
Although immigration features prominently in the discussion of scientific competitiveness, the report does not recommend changes to F-1 student visas, H-1B work visas, Optional Practical Training (OPT) or employment-based green cards.Instead, it presents a long-term strategy centred on reducing structural dependence on foreign STEM talent by expanding domestic education, workforce development and research funding while strengthening research security.
The report comes as the Trump administration has already tightened several immigration pathways affecting international students and skilled foreign workers. While this document stops short of proposing new visa restrictions, it provides one of the clearest statements yet of the administration's broader philosophy: America's technological leadership should increasingly be built on a larger, better-supported domestic STEM workforce, with foreign talent playing a less central role in critical research sectors.
