Canada's Prince Edward Island holds unscheduled immigration draw focused on international graduates

Canada's Prince Edward Island (PEI) conducted an unscheduled Provincial Nominee Program (PNP) draw on October 27 targeting international graduates who studied and are currently employed in the province. The move reflects the government’s intent to retain locally trained professionals to meet ongoing labor market needs.

A total of 159 invitations were issued to graduates from the University of Prince Edward Island (UPEI), Holland College, and Collège de l’Île. These candidates, already integrated into the province’s economy, were recognized for their potential to contribute long-term.

By prioritizing homegrown graduates, PEI continues to align its immigration policy with its workforce requirements. The province has issued 1,240 invitations under its immigration streams so far this year, underlining its continued focus on attracting skilled and adaptable talent.

How the Program Works

The Prince Edward Island Provincial Nominee Program enables skilled workers, graduates, and entrepreneurs to seek permanent residence in Canada through provincial nomination. Candidates start by submitting an Expression of Interest (EOI) that evaluates factors such as education, work experience, and language ability. The highest-ranking applicants receive invitations to apply for nomination.

Successful nominees can then apply for permanent residency with Immigration, Refugees and Citizenship Canada (IRCC). Those connected to Express Entry streams often experience faster processing times.

Deviation from the Regular Schedule

PEI typically releases its invitation schedule in advance. However, this latest round was not on the published calendar—marking the second draw in October 2025. The Office of Immigration clarified that the schedule acts as a guideline and may change in response to shifting labor and demographic needs.

This adjustment points to PEI’s active management of its intake strategy, focusing on sectors experiencing labor shortages and encouraging retention of graduates already contributing to local industries.

Selection Factors

The EOI system evaluates applicants based on:
