Canada is preparing to roll out multiple new pathways to permanent residence (PR) in 2026, targeting temporary residents, skilled workers, and select sectors facing labour shortages, CIC News reported. The federal government aims to prioritise individuals already living in Canada, while reopening some immigration streams that closed in 2025 after reaching capacity. These measures are part of a broader strategy to address workforce gaps, support economic growth, and make it easier for temporary residents and highly skilled professionals to settle permanently.


Temporary residents and skilled workers first in line

One major initiative will accelerate the transition of up to 33,000 temporary work permit holders to PR over 2026 and 2027. These applicants will include workers who have established ties to their communities, pay taxes, and contribute to the economy.

Canada will also launch an accelerated PR pathway for US H-1B visa holders in sectors such as technology, healthcare, and research, building on a 2023 pilot that offered three-year open work permits.


Other upcoming programs include a pathway for construction workers, a sector-specific stream for agriculture and fish processing, and a replacement for the Economic Mobility Pathways Pilot (EMPP) aimed at skilled refugees and displaced persons.

Several existing pilot programs are expected to reopen in 2026, including the Home Care Worker Immigration Pilots, the Rural Community Immigration Pilot (RCIP), and the Francophone Community Immigration Pilot (FCIP). These pathways require eligible job offers and specific criteria, such as language proficiency, work experience, education, and settlement funds.

The new measures will be introduced to address labour shortages in key sectors and support community-based settlement, while expanding opportunities for skilled and temporary residents to gain permanent status in Canada.
