The UK is considering a new visa route for wealthy foreign investors as the government looks for ways to attract capital and support economic growth. Proposals include investments of £2.5 million to £5 million, but no new visa rules have been confirmed.

The United Kingdom Government is considering bringing back an investor visa for wealthy foreign nationals as the government explores ways to attract investment and support economic growth ahead of the October budget.

According to Bloomberg, the proposals could create a new route for wealthy individuals and entrepreneurs seeking to settle in Britain. However, the government has not confirmed whether it will introduce the visa or what conditions applicants would need to meet. The previous investor visa, which allowed wealthy individuals to seek residency through investment, was closed in 2022 over concerns about money laundering and the potential misuse of funds, particularly by applicants from Russia.

The absence of the route has since made it harder for some wealthy individuals to find a suitable immigration pathway, according to immigration lawyers cited by Bloomberg.

What are the proposals?

Several proposals are being considered, with different investment thresholds and conditions. One proposal from the Institute for Public Policy Research (IPPR) recommends that applicants invest £5 million over five years through an investment vehicle overseen by the state-owned British Business Bank. The pooled funds would support innovative businesses and high-growth sectors, while investors would receive a fixed return below market rates.

A separate proposal from lobby group Foreign Investors for Britain suggests a minimum investment of £2.5 million in qualifying investments. Under its plan, applicants could pay a flat annual tax of £200,000 for up to 15 years. The group estimates that the proposal could attract more than £225 billion in inward investment over a decade.

The Office for Investment has also been consulting on an invitation-only route requiring a £5 million investment. These remain proposals rather than confirmed immigration rules. The final investment threshold, eligibility requirements and tax arrangements have not been decided.

Why the UK is considering a new route

The government is looking to attract foreign capital while addressing concerns about immigration and the departure of wealthy residents following changes to the UK's non-domiciled tax regime.

Immigration lawyers say the existing visa system does not adequately cater to all wealthy individuals who want to establish businesses or invest in Britain. Sacha Wooldridge, head of immigration at law firm Birketts, told Bloomberg that moving to the UK can be difficult for wealthy individuals without family connections or eligibility for another visa category. She estimated that thousands of wealthy prospective migrants had been turned away since the investor route closed. For the UK government, the challenge is to attract investment without reopening the financial security concerns that led to the previous visa's closure.

What it could mean for wealthy Indians

A new investor visa could offer wealthy Indians another potential route to settle in the UK, particularly those looking to establish businesses or invest in British companies. However, the financial commitment could be substantial. Depending on which proposal is adopted, applicants may also face specific investment conditions, tax obligations and additional checks on the source of their funds. Until the government announces a final decision, wealthy Indians should not treat the proposed route as an available visa option. Those considering a move to Britain will need to assess their eligibility under existing immigration categories.

The eventual appeal of any new investor visa will depend on its investment threshold, residency conditions, tax treatment and safeguards against financial abuse.
