Under the updated rules, employers must ensure that accommodation facilities provide free internet access, allowing workers to stay connected with their families and access online services. Larger housing communities with 1,000 workers or more are required to offer additional medical support, including first-aid rooms and on-site clinics.
New rules for living conditions and facilities
The guidelines set clear requirements for worker housing. Each resident must be provided with a proper bed, personal storage space and clean bedding. Rooms must have adequate ventilation, air conditioning and sufficient space, along with basic furnishings such as curtains. Cooking inside rooms has been restricted to maintain hygiene and safety.Authorities have also placed a strong focus on cleanliness. Accommodation facilities must be cleaned daily, supported by proper waste management and pest control systems. Kitchens, bathrooms and dining areas must meet health standards, with access to clean drinking water ensured.
Stricter safety and compliance measures
The new framework includes tighter health and safety rules. Facilities must provide first-aid rooms, isolation areas for sick residents and measures to control the spread of diseases. In larger accommodations, 24-hour medical clinics may be required.Fire safety systems, emergency exits and regular inspections have been made mandatory. Authorities have also introduced a classification system for violations, identifying issues such as overcrowding, poor ventilation, lack of clean water and fire safety lapses as serious risks that require immediate action.
The ministry said employers must either provide compliant housing or offer housing allowances, depending on their workforce structure. The updated rules are aimed at creating safer and more organised living conditions while improving overall worker welfare in the UAE.
