Spain’s minority leftist government has introduced a bill to ban smoking at outdoor locations, including beaches, bar and restaurant terraces, bus stops, and stadiums. The proposed legislation would also extend to vapes and e-cigarettes, which are gaining popularity among young people.

Health Minister Monica Garcia said, “We'll always put public health ahead of private interests. Everyone has a right to breathe clean air ... and live longer and better lives.”

The bill still requires parliamentary approval and may be amended. Spain has banned indoor smoking since 2011, but outdoor smoking, especially on terraces popular year-round, remains common. The hospitality sector has criticised the move, warning of potential business impact.


The legislation follows similar rules in France, although France exempts cafe terraces and e-cigarettes. Despite stricter regulations in some European countries, the continent still has the highest smoking rates globally, with around one in four adults smoking.

According to Spain’s Health Ministry, more than 50,000 people die each year from smoking-related causes, approximately 137 deaths daily. The current draft does not include plain tobacco packaging, a measure already adopted by 25 countries.

The government faces challenges passing new laws in a fragmented parliament, but public health concerns are pushing the issue forward as European nations increasingly crack down on tobacco and tobacco-like products.
