New Zealand has removed unlimited work rights for master’s-by-research students, made English-language ability an explicit factor in assessing visa compliance, expanded the circumstances in which student visa processing can be suspended, and extended the post-course visa period from one month to two months in applicable cases.

New Zealand has introduced four changes to its student visa rules effective from today, affecting international students' work rights, English-language assessments, visa processing and the time they have after completing their courses.

Immigration New Zealand (INZ) has detailed that the three changes aim to protect the integrity of student visas, while the fourth gives students more time to decide their next step after completing their studies.

The four changes are:

  • Work rights: Master’s-by-research students will no longer have unlimited in-study work rights.
  • English-language ability: English proficiency is now explicitly identified as a key factor in determining whether a student can meet visa conditions.
  • Visa processing: INZ can formally suspend student visa processing in a wider range of circumstances, including while an education provider's non-compliance is being determined.
  • Post-course period: The time before a student visa expires after the course ends will increase from one month to two months in applicable cases.
Master’s students face a common work limit

Under the revised rules, master’s-by-research students will have the same work conditions as other master’s students. They can work up to 25 hours a week and full-time during holidays.

The change reinforces the primary purpose of a student visa, which is to allow international students to study in New Zealand.

Indian students pursuing or planning to undertake a master’s-by-research programme will need to account for the revised work limit when planning employment alongside their studies.

INZ has strengthened its immigration instructions to specify that English-language ability is a key factor in determining whether a student can meet the conditions of their student visa.

The authority has also expanded the circumstances in which it can formally suspend student visa processing. This includes cases where an education provider's non-compliance is still being determined.

The change allows INZ to suspend processing in a broader range of situations while concerns about an education provider remain unresolved.

For prospective international students, these measures highlight the importance of meeting visa conditions and choosing an education provider that complies with New Zealand's requirements.

Students get more time after completing courses

The fourth change extends the period some students have after completing their courses before their student visas expire.

Under the existing rules, student visas expire on March 31 or one month after the course end date, depending on the duration and type of study.

INZ is extending the period after the course end date from one month to two months. The March 31 expiry date remains unchanged.

The extension gives students more time to decide their next step after completing their studies, including considering further study or making other arrangements.

Indian students planning to study in New Zealand should check their individual visa conditions and applicable expiry dates before making decisions about employment or their plans after graduation.
