Lithuania has tightened its residence permit application rules for foreign nationals entering the country on certain visas, creating additional hurdles for Indian workers and students seeking to stay in the country for employment or higher education.

According to Lithuania's Migration Department, the restrictions cover foreigners holding Schengen visas issued by Lithuania or other Schengen countries, as well as national visas issued by other countries.

Under the revised rules, foreign nationals entering Lithuania on these visas will not be able to apply for a residence permit from within the country if they subsequently secure a job or admission to a bachelor's degree programme.

However, the restrictions do not apply to everyone. Foreign nationals holding valid Lithuanian residence permits, Lithuanian national visas or residence permits issued by other European Union (EU) or Schengen countries can continue to submit their applications from within Lithuania.

Highly qualified workers, including eligible applicants for the EU Blue Card, are also exempt. Foreign nationals already employed in Lithuania can continue renewing their residence permits through the established procedures.

Indian nationals among five countries facing additional hurdles

Although the revised rules apply across nationalities, citizens of Ghana, India, Azerbaijan, Cambodia and Mongolia face a separate challenge because they currently do not have an eligible overseas application route for standard Lithuanian work-based residence permits.

According to an analysis published by Deloitte Lithuania on October 7, 2026, nationals of these five countries generally need an existing qualifying Lithuanian visa or a residence permit issued by Lithuania or another EU or Schengen country to submit a standard employment-based residence permit application within Lithuania.

"These changes will have a significant practical impact on the recruitment and relocation of certain third-country nationals," Deloitte said.

The restrictions mean employers recruiting workers from these countries will need to check whether prospective employees qualify to apply for residence permits within Lithuania or have access to an authorised overseas application centre.

Lithuania revises its overseas visa application network

The changes follow Lithuania's expansion of its overseas application services in October 2025, when new VFS Global centres opened in Ghana, Zimbabwe, Vietnam and Bosnia and Herzegovina.

South Africa was already among the countries offering Lithuanian application services, alongside India, the Philippines and several other countries across Asia, Europe and the Americas.

However, the presence of an application centre does not mean that all categories of visa and residence permit applications are accepted there.

Ghanaian nationals, for instance, can use the country's centre for specified purposes, including family reunification, highly skilled employment and approved higher education programmes. Ordinary work-based residence permit applications are not accepted through this route.

Lithuania has also closed its external application centres in Kazakhstan, Kyrgyzstan, Uzbekistan and Bosnia and Herzegovina with effect from November 1, 2026.

Eligible applicants from Kazakhstan, Kyrgyzstan and Uzbekistan can instead use designated services in Azerbaijan. Belarusian nationals applying for employment-based residence permits can submit applications through centres in Armenia and Georgia.

Applicants required to apply from abroad must first submit their documents through Lithuania's online immigration system, MIGRIS, before booking an appointment at an authorised VFS Global centre.

The revised arrangements make it important for Indian workers and students to check their visa status and the applicable application route before travelling to Lithuania. Employers recruiting overseas workers will also need to account for these restrictions when planning hiring and relocation.
