Canada's population soared to a new peak of 40.77 million in 2023, propelled largely by temporary immigration, as stated by Statistics Canada on Wednesday. The nation welcomed an additional 1.27 million people in 2023, reflecting an increase of 3.2% from the previous year, marking the highest surge since 1957.

The surge in immigration has been linked to a housing scarcity, which has led to a surge in house prices and a decline in affordability, consequently denting Prime Minister Justin Trudeau's approval ratings. Additionally, the population upsurge has contributed to a dip in the country's gross domestic product per capita figures and productivity levels, as indicated in the latest quarter, according to economists and the Bank of Canada.

"In 2023, the vast majority (97.6%) of Canada's population growth came from international migration (both permanent and temporary immigration) and the remaining portion (2.4%) came from natural increase," Statscan remarked. "This was the second straight year that temporary immigration drove population growth and the third year in a row with a net increase of NPRs (non-permanent residents)," it added.

Canada has heavily leaned on immigration to bolster its labor force and economic expansion, with nearly a quarter of its populace comprising non-native-born Canadian residents in 2021, as per the IMF's 2021 report, marking the highest proportion among the G7 nations. However, in recent months, Trudeau's Liberal government has endeavored to alleviate pressure through measures to limit the influx of international students and non-permanent residents entering Canada each year.

According to Statscan data, it is estimated that 2,661,784 non-permanent residents were residing in Canada as of January 1, 2024. Among them, 2,332,886 were permit holders and their accompanying family members, while 328,898 were asylum claimants with or without work or study permits.

A visa, issued by the Government of Canada, serves the sole purpose of permitting entry into the country or transit through a Canadian airport. It is a physical sticker placed in your passport, containing essential details like your name, date of birth, and the purpose of your visit (worker, student, or visitor), along with issuance and expiry dates.

Importantly, a visa does not confer the right to work or study in Canada. Its primary function is to facilitate legal entry into the country. Even if labeled as a worker or student visa, it does not grant work or study authorization.

Should a visa expire after arrival, renewal applications can be made within Canada. However, departing without a valid visa means being barred from re-entry, even with a valid work or study permit.

On the other hand, a permit is a separate document specifying permissions and limitations regarding work or study activities within Canada, including any associated restrictions or conditions. Unlike a visa, a permit directly authorizes work or study and must be presented to employers or educational institutions.

However, a permit alone does not grant entry or re-entry into Canada – that is the role of the visa.
