BLS International debarred by MEA from future tenders for two years; Co clarifies existing ops unaffected
BLS International Services Limited faces a two-year ban from future tenders with India's Ministry of External Affairs and its missions abroad. The debarment, effective October 9, 2025, stems from allegations including court cases and applicant com...

The order, dated October 9, 2025, was communicated to the company on October 10, 2025, it said.
The MEA’s order was issued “on the account of allegations including court cases and complaints of applicants.” The debarment does not affect the company’s existing contracts, which “shall continue as per the existing terms,” according to the filing.
In its disclosure to stock exchanges, BLS International said, “The Company is reviewing the said order and will take appropriate action in due course as per the law.”
The company also clarified that the debarment “shall not affect the financial/performance of existing operations of the company.”
BLS International, which provides visa outsourcing and consular services for multiple governments, said that the two-year restriction applies only to future tenders issued by the MEA and India Missions abroad.
The company further noted that the two-year restriction applies only to future tenders issued by the MEA and India Missions abroad. In Q1FY26, Indian Missions contributed approximately 12% to the consolidated revenue and 8% to EBITDA, underscoring that the order will have no significant bearing on the company’s financial outlook.
BLS International described the debarment as “a procedural development within the visa outsourcing industry” and expressed confidence in a “constructive resolution in due course.”
The company highlighted its strategic diversification over the past few years, securing new and renewed contracts with government and institutional clients in the United States, United Arab Emirates, Spain, Slovakia, Hungary, Poland, Portugal, and through the UIDAI project in India. It has also strengthened its business momentum through acquisitions of iDATA and Citizenship Invest last financial year, reinforcing the company’s resilience against regional developments.
