Samtel Avionics, Japan’s BULL sign MoU to explore space debris removal

Samtel Avionics Ltd. and Japan’s BULL Co. Ltd. on Wednesday have signed an MoU to explore space debris mitigation solutions by combining BULL’s passive Post-Mission Disposal (PMD) technology with Samtel’s Active Space Debris Removal Vehicle (DRV) technology.

The partnership will assess the technical requirements, system interfaces, customisation and integration of BULL’s PMD technology with Samtel’s satellite platforms, debris removal vehicles and related systems.

The companies will also explore potential opportunities to attach BULL’s passive PMD device to space debris already in orbit using Samtel’s debris removal vehicles, subject to technical, commercial, export-control and regulatory requirements.

“This is a landmark MOU for us. Space debris is an increasing challenge for the sustainable development of the global space economy,” Samtel Avionics Managing Director and CEO Puneet Kaura said.

Samtel Avionics, part of the Samtel Group, is an Indian defence electronics and avionics company based in Gurugram that is expanding into aerospace and space technologies. BULL, founded in 2022, is a Japan-based space technology company developing passive PMD technologies. It was selected as a J-Startup by Japan’s Ministry of Economy, Trade and Industry in 2025 and became a JAXA Partner Startup in 2026.
