Alleging "massive corruption" in Delhi Government, he also slammed Dikshit for "outrightly rejecting" serious charges of graft and said all those involved in wrongdoings will be taken to task if people of the capital makes BJP victorious in the December 4 election.
"The need for the has arisen due to the continuous negation of facts by the Chief Minister and her ministers. Dikshit and her whole cabinet has been indicted by at least one and at times more than one of the premier constitutional bodies such as CAG, Public Accounts Committee and Lokayukta.
"But it shocking that the Chief Minister is still blatantly asking for proof of corruption," Goel said.
"The BJP will not let the Congress leaders scoot away with the loot at the cost of taxpayers. Our endeavour will be not only to indict the guilty but to retrieve the money back to the state exchequer.
This money will be used for the welfare schemes," he said.
Rejecting BJP and Aam Aadmi Party's allegations of "widespread corruption" in her government, Dikshit had yesterday challenged them to provide "proof" of their charges or stop making such allegations.
"Both BJP and AAP have been defaming us by alleging that there has been corruption in our government. If you have come across cases of corruption, then please tell us where is the corruption.
"Nobody becomes corrupt if you keep repeating the charges. I challenge them to give us proof of graft. We will take action," she had said.
