Water tanker scam: Delhi Law Minister recommends FIR against former CM Sheila Dikshit, others
He requested that an FIR should be lodged by Delhi government based on the Fact-Finding Committee's report against all involved in this scam.

Demanding filing of an First Investigation Report (FIR) into the alleged scam in a letter to Kejriwal on Friday, Mishra said that he formed a 'Fact-Finding Committee' on 'Water Tanker Distribution Management System' on June 19, soon after he took charge as Vice Chairman of the Delhi Jail Board. The idea was to find out how the hiring of 385 stainless steel water tankers from private companies was conducted during Dixit's rule.
Now elevated to the Chairman's position, Mishra attached a copy of the report and in his prefatory letter to the report said, "This report is self-explanatory and exposes how the then DJB chairman and Chief Minister Sheila Dikshit and other board members have consistently bypassed laws and rules to cause a loss of almost Rs 400 crore to Delhi Jal Board."
Mishra not only mentioned his demand for filing an FIR, but also had a personal and informal touch in his letter. "This is a big expose and I am afraid that immediately after this, there will be attempts to destablise our government in Delhi and also to remove me from this chair," he said.
