The Central Vigilance Commission (CVC) has launched a detailed investigation into the expenses incurred on the renovation and luxury additions at 6 Flagstaff Bungalow, the former residence of ex-Delhi Chief Minister Arvind Kejriwal.

The CVC has directed the Central Public Works Department (CPWD) to look into allegations that building norms were violated to construct a grand mansion, referred to as ‘Sheesh Mahal’, covering 40,000 square yards (8 acres).

What Led to the Probe?

The investigation was ordered on 13 February after the CPWD submitted a factual report to the CVC regarding the matter. This probe follows a complaint filed by BJP leader Vijender Gupta on 14 October 2024, alleging illegal construction at Kejriwal’s former official residence.


Gupta accused Kejriwal of violating building regulations by demolishing government properties, including Plot Nos. 45 and 47 on Rajpur Road (previously used by senior officers and judges) and two bungalows (8-A & 8-B, Flagstaff Road). These properties were allegedly merged into a new residence without proper approvals, breaching ground coverage and floor area ratio (FAR) norms.

Financial Irregularities Alleged

Gupta also raised concerns about excessive spending on the renovation and interior decoration of the residence. In a formal complaint on 21 October, he claimed that Kejriwal spent crores of taxpayers’ money on luxurious amenities, with the expenses on luxury items exceeding reasonable limits. He called for an investigation into possible financial mismanagement and corruption.

The CVC took note of the complaint on 16 October and forwarded it to the CPWD in November for further examination. On 5 December, the CPWD’s Chief Vigilance Officer (CVO) submitted a factual report based on Gupta’s complaint.

The CVC has assured that appropriate action will be taken based on the findings of the investigation. If any irregularities are found, further legal and administrative measures may follow. The probe is expected to shed light on whether public funds were misused in the renovation of the former Delhi Chief Minister’s residence.
