Uttar Pradesh will publish the draft electoral rolls on December 31 after the completion of the Special Intensive Revision (SIR), after missing multiple deadlines in the past.

During the enumeration phase, nearly 2.89 crore voters, or 18.7% of the state’s electorate were flagged as “uncollectable”, as per a report by The Times of India, published last week.

While the initial deadline for enumeration was December 4, it was extended twice and finally concluded on December 26.

According to tentative data quoted by TOI sources, the uncollectable category includes voters who are deceased, have permanently shifted, enrolled elsewhere, were absent or untraceable, or did not return or sign the required forms.

Of the total, nearly 1.3 crore voters are reported to have permanently shifted, around 45 lakh were found to be deceased, and about 23 lakh voters admitted to being registered at two places. In addition, around 9.4 lakh SIR forms were not returned, while nearly 84.5 lakh voters were absent during the verification exercise, TOI said.

In Lucknow alone, around 12 lakh registered voters, or nearly 30% of the district’s electorate, fell under the uncollectable category. This includes about 5.4 lakh voters with duplicate registrations who opted to remain enrolled at their native places, and nearly 4.3 lakh who were untraceable. Lucknow has around 39 lakh registered voters.

Officials told TOI that around 90% voter mapping has been completed across the state and made it clear that no further extension to the enumeration deadline will be granted. Uttar Pradesh currently has more than 15.4 crore registered voters. Booth-level officers began distributing SIR forms on November 4.

The Election Commission will open the window for claims and objections from December 31, 2025, to January 30, 2026. From December 31 to February 21, authorities will process decisions on submitted forms and address claims and objections.

The final electoral rolls for Uttar Pradesh are scheduled to be published on February 28, 2026.

Chief electoral officer Navdeep Rinwa said the revision exercise, based on the eligibility date of January 1, 2026, is aimed at ensuring a clean and accurate voter list ahead of upcoming elections.

Similar SIR exercises in other states also reported large numbers of untraceable voters, with 43 lakh in Madhya Pradesh, 27 lakh in Chhattisgarh and 24 lakh in Kerala after the enumeration stage, TOI reported.
