Ulfa draft proposal drops sovereignty

A citizens' group, assigned by Ulfa to prepare a charter of demands, has proposed a J&K-like status for Assam, but with more autonomy, through constitutional amendments.

GUWAHATI: A citizens' group, assigned by Ulfa to prepare a charter of demands, has proposed a J&K-like status for Assam, but with more autonomy, through constitutional amendments. It has, however, ruled out making Assam a sovereign state as Ulfa earlier demanded.

"The charter will be the basis of discussion between Ulfa and government," said Hiren Gohain, convener of the group, Sanmilita Jatiya Abhibartan.

"People of Assam should have enough economic resources besides constitutional powers to chalk out an independent development within the Indian Union," said Gohain.
