Translation glitches cost Maharashtra govt Rs 20.71 cr: Report
MUMBAI: A translation glitch in the Maharashtra Government's notification on concession of stamp duty has cost it Rs 20.71-crore in terms of losses, a Comptroller and Auditor General (CAG) report said.
According to the report, tabled in the State Assembly last week, the two versions of the notification in English and Marathi, had different meanings on the concession which led to confusion and consequently to the short levy of stamp duty by the authorities in Mumbai, Mumbai Suburban, Pune and Thane districts.
The registering authorities of the Information Technology (IT) units in the four districts of the state allowed unintended extra concessions in 16 instruments, ignoring the conditions stipulated in the Government notification of December 2003, which led to a short-levy of stamp duty of Rs 20.71 crore, the report said.
The Government in its notification in December 2003 had granted a 100 per cent concession in stamp duty, effective from June 4, 2003 to May 31, 2008, on instruments executed by the IT units or IT-Enabled Services (ITES) units for setting up new units in public sector IT parks and a 75 per cent concession, if the new IT unit was located in a private IT park.
Location of the unit in public or private IT parks was to be certified by the Development Commissioner (industries) or any authorised officer, the notification stated.
