To check illegal immigrants, assembly passes Mizoram Maintenance of Household Register Bill, 2019

Guwahati: What is aimed at identifying illegal immigrants, Mizoram assembly unanimously passed Mizoram Maintenance of Household Register Bill, 2019.

Under the law a comprehensive data base of residents will be maintained. The government wants to provide individual identification system through which it will arrest slippage of benefits of development schemes to those who are not entitled.

President of village council, town committee will be the registering authority. They will maintain two registers one will list the residents in the area and another non-residents. The register will be updated every three months.


The law provide that for offence committed under this act a citizen may be punished with imprisonment for a term which may extend to one year or with fine of Rs 3000 for willfully making false statement or destroy the whole or any part of the form.

In the assembly Chief Minister Zoramthanga introduced the bill. He said after its enactment, would help the state government in detecting foreigners and identifying genuine residents of the state.

The chief minister said that for several decades influx of foreigners in the state has remained a major issue. “The benefits of development and welfare programines are found eaten away to large extent by such foreigners clandestinely stayed back and got assimilated with the people of the state by taking advantage of the mistaken identity and difficulties in detecting them.”

Zoramthanga said the problem faced by the border-state in the Northeast India due to large scale influx of foreigners and their malatide assimilation with the permanent resident in the villages of Mizoram, thereby resulting in an abnormal increase in the population, which also poses a serious threat to law and order and internal security of the state.
