Smriti Irani skips; Pallam Raju visits Prakash Javadekar
While post-reshuffle ministers formally handed over charge to their successors in the presence of media, Smriti Irani chose to give it a skip.

Javadekar took charge at HRD on Thursday morning flanked by his MoSes, including newcomer Mahendra Pandey.
