States pulled up for tardy implementation of labour laws

Despite repeated requests made to the states for proper execution of schemes, funds collected in the form of cess are remaining unutilised by the states, Labour and Employment Minister Mallikarjun Kharge said.
"...the money is with you, if you do not implement, whom shall I blame," the Minister said presiding over the 45th session of the 'standing labour committee', attended by representatives of various states and central organisations.
He especially referred to the tardy efforts made in implementing labour laws related to building and other construction workers, workers of the unorganised sectors and beedi workers.
Khare also criticised the states for failing to utilise funds for the employable skill programme saying, "I am unable to spend because various state governments are not able to spend much".
Noting that his Ministry has circulated progress reports of various states regarding implementation of the schemes, Kharge said, "I would request the concerning ministers and officials from the states to take stock of the progress for their better implementation".
The meeting today will finalise the agenda for the forthcoming Indian Labour Conference.
The five shortlisted agendas are amendment to the Minimum Wages Act to ensure inclusion of all industries and employment under it, service conditions, wages and social security for various categories of workers, strengthening of training and skill development and formalising of informal sector.
The Minister told the meeting that action has been initiated for amendments in Factories Act, Contract Labour Act besides examining comprehensive amendments in the EPF Act for the betterment of workers.
