The government will spend Rs 1,000 crore every year on this programme which is to be completed by 2009-10, he said addressing a Republic Day function.
Paying tributes to heroes of India's independence struggle, Hooda said the state government had increased the pensions and allowances of freedom fighters.
He said the state government was implementing a package of Rs 280 crore to motivate Scheduled Caste students under which they would be given free books upto 12th standard and one-time financial assistance for school bags, dresses, stationary and shoes every year.
Hooda said his government was giving plots of 100 square yards to those among the SCs who had no home and the BPL category and would spend around Rs 400 crore for providing basic facilities, including power, water, roads.
Listing different welfare steps of the government, he said the state would increase power generation by additional 5000 MW upto 2010.
