NEW DELHI: The Speaker will apply a guillotine on demands for grants for ministries, on April 30, in case the Lok Sabha fails to discuss the same due to the continued disruption of Parliament over the draft JPC report on 2G and coal issue.

This will pave the way for passage of the Finance Bill, scheduled to be taken up on May 6 and 7. The Opposition will obviously not come in the way of passing the bill. However, there is no such relief for government’s diplomatic measures.

BJP has decided to oppose the Indo-Bangladesh enclave exchange accord. The accord for exchanging 111 Indian and 51 Bangladeshi enclaves can take place only if Parliament amends the Constitution for its approval.

BJP leaders indicated their plans to oppose the accord to external affairs minister Salman Khurshid. "The decision to place hurdles before the accord, which appears to be aimed at consolidating the party's support among 'hardline nationalist constituency', will be a setback for the government's efforts to better the country's ties with Bangladesh.

New Delhi and Dhaka had signed the agreement on exchange of enclaves during Prime Minister Manmohan Singh’s visit to Bangladesh in September 2011.
