Kerala opposes Centre's Mines and Minerals Act amendments, Shivak​umar joins the debate​
Bengaluru: Chief Minister DK Shivakumar on Thursday joined Kerala CM VD Satheesan in opposing the recent amendments to the Mines & Minerals (Development & Regulation) Bill, 2026, arguing that the changes could curtail states’ fiscal powers over mineral resources.

Speaking at the Southern Zonal Council meeting, Shivakumar urged the Centre to reconsider the legislation, which restricts states from imposing certain taxes, cess and levies on major minerals.

“Karnataka has not come here to complain. We come as a partner in the Indian story. All we ask in return is fairness,” Shivakumar said.


The issue has brought Kerala’s ruling and Opposition fronts together. Opposition leader Pinarayi Vijayan has also backed the state government’s stand, warning that the amendments could weaken states’ revenues and affect Kerala’s mining public sector enterprise, Kerala Minerals and Metals Ltd (KMML).

The amendments have triggered concerns among mineral-rich states over the balance of fiscal powers between the Centre and states.

Kerala plans to formally convey its objections to the Centre and is also examining legal options against the changes.
