While Tharoor's authorised official collected the nomination papers from the office of the Congress Central Election Authority chairman Madhusudan Mistry, indications are that Tharoor could formally file his nomination around September 30.
People aware of the matter said that Tharoor might have proposers, Pradesh Congress Committee (PCC) delegates, from many states. As per the Congress election rules, anybody intending to contest for party should be an All India Congress Committee member and should have a minimum of 10 PCC delegates to second the nomination papers.
