SC issues notice to Defence Ministry on naval water project
The SC has sought reply from the Defence Ministry and others on a water purification company's plea against the arbitrary action of defence shipyard.
A bench headed by Justice Tarun Chatterjee also restrained the Centre, Integrated Headquarters of Ministry of Defence and Mazagon Dock Ltd, a defence PSU shipyard, from proceeding with the contract allotted to Techno Process Equipments.
Rochem Separation System (India) has challenged Mazagon Dock's decision to award tender to Techno Process Equipments India for manufacture, installation and commissioning of complete supply of four units of 30 tonne per day self sustaining reverse osmosis (RO) plants per ship for three ships of 'P15A Class' - Destroyer of Indian Navy.
Mazagon after a prolonged delay of two years had asked Techno Process to alter its original offer which was different from that furnished to it, said Rochem, which claims to be a leading maker of various membrane technology systems and components using RO process for desalination of sea water and treatment of industrial effluents.
Besides, the Defence Ministry registered company is the only Indian company to have supplied sea water desalination plants for submarines of the Indian Navy, Indian Coast Guards, Goa Shipyard, etc.
While seeking stay on the supply of the remaining RO plants to the second and the third ship, Rochem said that Techno had already delivered 26 per cent of the order value and would proceed to complete the remaining work, thus causing irreparable damage to it.
The apex court in 2005 had directed the High Court to decide the matter on priority basis, it added.
