Review of guidelines on BPL segment sought

Members in Lok Sabha have sought a review of the Planning Commission's guidelines on identifying Below Poverty Line segments of population.

NEW DELHI: Members in Lok Sabha on Wednsesday sought a review of the Planning Commission's guidelines on identifying Below Poverty Line (BPL) segments of population and abolition of the cut-off line recommended by it.

"How can the Planning Commission recommend a cut-off line for BPL in the states, thereby putting a limit on it," asked CPI(M) member K S Manoj during the Zero Hour.

Observing that only four states had so far conducted surveys to identify BPL sections, he said "most of them have not... primarily because the guidelines are not in line with the ground realities."

The Left member demanded a review of the the guidelines and abolition of the cut-off recommended by it.

On the same issue, BJD member B K Tripathy said a census of the BPL population in Orissa had not yet been carried out due to problems relating to the guidelines.

He demanded the intervention of the Rural Development Ministry, saying the poor people of his state would be deprived if the problems were not resolved.

Referring to the heat wave in Orissa, his BJD colleague B Mahtab wanted the Centre to "accept" it as a natural calamity so as to ensure compensation to those affected.

Jayaprada (SP) wanted health insurance for beedi workers, while Archana Nayak (BJD) sought a legislation to prevent sexual harrassment of women, especially those working in the unorganised sector.

BJP's Santosh Gangwar asked the government to reject the Sixth Pay Commission's recommendation to absorb IT services officials in the surplus pool of BSNL and MTNL, saying they carried out major services like vigilance telecommunication monitoring which was related to security.
