"Life has returned to normalcy in the region after three decades of turmoil," the Centre contended in the affidavit. Educational and public institutions are "functioning efficiently."
More than 20 pleas challenging the Centre's move to abrogate the Article are slated for hearing in the Supreme Court on Tuesday. Removing the special status resulted in dismantling of terror network and introduction of the three-tier panchayat raj system, with smooth elections held to district development councils, the affidavit contended.
The pleas have been filed among others by former Air Vice Marshal Kapil Kak, Gopal Krishna Pillai, Hindal Tyabji, Radha Kumar, General Ashok Mehta and others.
