NEW DELHI: Former All India Institute of Medical Sciences chief vigilance officer Sanjiv Chaturvedi moved the Central Administrative Tribunal Wednesday accusing the Haryana government of “deliberately” denying him the right to be considered for promotion, despite meeting all requirements. He also alleged “victimization” by the central government for acting against “corrupt politicians and bureaucrats.”

While his 28 batchmates have been promoted, Chaturvedi alleged his name was not included in the two Departmental Promotion Committees (DPCs) held in January and June with the “malafide” intention to harass him. The manner in which two central ministries—environment and health—and the Haryana government were seeking to deprive him of his “most basic service rights” clearly “reflects blessings from the highest echelons of government,” he alleged.

Delhi CM Arvind Kejriwal wants to appoint Chaturvedi as his officer on special duty (OSD) but hasn’t been able to do so. Chaturvedi referred in his CAT representation to “dilatory tactics” adopted by the central government on this move.

He said this was the fourth time in the past six months that he had been “forced” to approach the tribunal “against arbitrary actions” of the central and state government, said the petition.
