Promod Boro, chief executive member of Bodoland Territorial Council, wins composite floor test

The BJP and United People’s Party Liberal (UPPL) supported by Gana Suraksha Party (GSP) formed the government of council after no party got a majority in the recently held elections.

Guwahati: Promod Boro, the chief executive member (CEM) of Bodoland Territorial Council (BTC), won the composite floor test on Thursday.

The BJP and United People’s Party Liberal (UPPL) supported by Gana Suraksha Party (GSP) formed the government of council after no party got a majority in the recently held elections.

Gauhati High Court had ordered a composite floor test after the Bodoland People’s Front (BPF) challenged the governor accepting Promod Boro as the CEM.


There was an uproar in the House on Thursday when it assembled for oath-taking and election of pro tem speaker, with BPF members holding placards protesting the speaker’s decision to decide the trust vote by voice vote. The BPF was demanding a secret ballot. It was considering moving court against the speakers’ decision.

Citing the BPF’s “undemocratic behaviour”, Boro said the alliance would work for the peace and prosperity of Bodoland.

The high court has ordered composite floor tests in BTC by December 26. The court has stayed the appointment of six nominated members, besides asking the council not to take any policy decision. The next hearing is on January 11, 2021. The Governor nominated members to the council. The council can have six nominated members from unrepresented communities.

Election to the 40-member council had resulted in a fractured mandate, with the BPF emerging as the single largest party with 17 seats. However, the BJP and UPPL, supported by the GSP, formed the government of council. The lone congress MLA left the party and joined the BJP.

The BJP won nine seats while the UUPL bagged 12 seats. Later, a BPF member left the party and joined the BJP.

Members of the BJP, UPPL and GSP were kept in a hotel in Guwahati since December 15, before being shifted to Shillong. The BPF had also kept its members under watchful eyes.
